Led by Senate Minority Leader Tom Daschle, Democrats are pushing for a $300 rebate to every taxpayer (and a $600 rebate to every couple), using about $60 billion from the budget surplus. They are also proposing an immediate cut in the lowest tax rate. Their proposal would be separate from President Bush's signature $1.6 trillion tax-cut plan, and Republicans fear that such a proposal would take the momentum away from Mr. Bush's program.

An exploratory oil rig, drilling to a record-setting depth and pressure, flowed at a rate of 6,000 barrels of crude oil per day, and the find has the potential to be a significant new energy source.

Paul Tibbets, who piloted the plane that dropped the first atomic bomb, has died at age 92. On Aug. 6, 1945, Tibbets' B-29 dropped the nearly five-ton bomb on the Japanese city of Hiroshima. Tibbets always insisted that he did not have regrets.

Tropical Storm Frances makes its second landfall in Florida, churning into the state's panhandle with an expected 10 inches of rain and 65 miles-an-hour wind. Over the weekend, the storm plowed into Florida's Atlantic coast as a category two hurricane. More than 6 million people lost electricity as powerful winds and rain knocked down trees and damaged homes and boats. NPR's Ari Shapiro reports.

President Bush proposes adding up to 6,000 National Guard troops to the U.S.-Mexican border to curb illegal immigration, as well as creating a temporary or "guest" worker program. The president delivered a speech on immigration in a live address Monday.
